I'm wondering if that street is on a military installation of some kind and the plane had to be moved from point A to point B. And then, of course, they didn't bother to clear the transportation route of parked cars, etc., prior to moving the plane! Either that, or someone has been scratch building a 1:1 model of MiG-29 on their balcony and it was finally time to bring the kit out onto the street so he could attach the wings.
