The Wikipedia entry on the topic is probably sufficient, but the the two phrases in there that summarise steampunk nicely for me are anachronistic technologies and retro-futuristic inventions. It's the re-imagining of technology (sometimes advanced) as if it were built with Victorian approaches and powered by steam. Quite a common anime trope, and exploited delightfully in the works of Hayao Miyazaki (Spirited Away, Porco Rosso, among many others). Check out Howl's Moving Castle for a brilliant exemplar.
