I’m in the process of painting my  Hobbyboss P-61 with gloss paint, but I am having trouble with dry winter air in basement leading to attraction of cat hair and dust. Any suggestions to help cut this down?  
I really have not had this much problem before, and I have been at this a good number of years
Have already washed and allowed to dry. Wiped down with damp paper towel and a soft cloth. I’m little leery of using alcohol rag on my primer- Tamiya primer. 
I assume it’s just Mother Nature beating on me. It’s cold and with low humidity.

Few pointers.

paper towel has tendency to leave a fiber residue on sharp edges etc. I usually blow off the surface with compressed air(airbrush) directly before applying the coat.

And lastly if you working in contaminated area , you're doomed, unless you create yourself a small tent with negative air device. Or using a dust catcher to redirect the air flow from your working area, but again, the work space has to be contained and fans are annoying loud as well.

Another option would be installation of air filtration system, but then it would be a good idea to seal the floor and gaps around the doors/ducting etc.

I did all of this for my customers for different reasons in variety of settings and it works, the question is how much you're willing to invest.

Sometimes, I'll mist water onto the walls of my paintbooth to "secure" any dust particles before I spray.  I'll also do the bottom of the booth as well.  Dust and small other imperfections are the boon for most of us modelers at one time or another.

Look up tack cloth, used to wipe down before paint and between each coat, also you can buy anti static spray to spray on your clothing to stop fibres while painting. Also give the room a good dust before painting. I also use damp tea towels underneath where I am painting, I do not use paint booth as they just suck the dust in and on to model. Cheers.

using anti-static cloth to wipe down before painting is a great way to illuminate the dust, I also run an air purifier in my office after I've done sanding etc. 

Another tool I use a lot is a large makeup blush brush. Mine looks like this: These are made to grab blush dust to apply to your face, so they are made to capture dust! i actually use this also to clean dust of my finished models, brush, wipe on microfiber repeat until all the dust is gone

I second also using water to spray the area down. I have used a spray bottle with water and I just spray the air and table in the area I am working at with just a light mist. 
 

I do this after blowing compressed air to clean off my workbench and paint booth.
