I can't find any evidence of a device like this on Spitfires. However, it resembles the radio wave tuner which was, to the best of my knowledge, only fitted on Seafires. As it's supposed to represent the landing lamps control,it should be fitted on the panel, above, and slightly to the left of the pilot's left knee.
